Valentin Povarchuk is an international trade compliance lawyer with nearly two decades of practical experience developed in the international trade practices of top law firms and well-known multinational companies.  He previously worked at Steptoe & Johnson LLP, McDermott Will & Emery LLP, and Arent Fox LLP, and subsequently as in-house trade compliance counsel at 3M Company and Seagate Technology. 

Mr. Povarchuk has advised clients on a wide range of matters, including antidumping and countervailing duty cases, World Trade Organization (WTO) matters, customs / import compliance, as well as antiboycott, sanctions, and export controls.  Over the course of his career, Valentin worked with clients in a variety of sectors, including energy, oil & gas, aerospace, defense, manufacturing, and technology companies.  In recent years, Mr. Povarchuk has developed particularly deep expertise in export control and sanctions law and corporate compliance processes.  

As Senior Corporate Counsel for Trade Compliance at Seagate, Mr. Povarchuk served as the company’s top legal expert in export controls, participating in the investigation of Seagate’s compliance with new and complex U.S. foreign direct product rules (FDPRs) governing the exportation of dual-use items, led the company’s project to implement an enterprise-wide Technology Control Plan, and was the primary person responsible for responding to an external audit of compliance with FDPRs.

At Akrivis, Mr. Povarchuk regularly advises overseas-based clients on critical U.S. export control compliance and enforcement matters, including Entity List delisting.

Throughout his career Valentin has authored numerous articles on trade compliance and contributed to other publications such as compliance manuals.  He has been a frequent speaker on export control, sanctions, and supply chain topics at local, national, and international conferences organized by WorldECR, American Conference Institute, and, most recently, Practicing Law Institute.

Mr. Povarchuk is admitted to practice in Washington, District of Columbia, and Minnesota. He is a native speaker of Russian, and has a working proficiency in French.
